Job Description

OBJECTIVES

The overall objective of this consultancy is to develop standard operating procedures for coordination of Kenya borders in line with security law amendment and objectives of border control and operation coordination committees under direct supervision of the technical working group formed by the government of Kenya.

SPECIFIC TASKS OF THE CONSULTANCY

Under the overall guidance of the Head of Programme and Policy Development and the direct supervision of the Programme Manager, Immigration and Border Management Unit, in close coordination with the Secretary, Border Management Secretariat and Technical Working Group, the Consultant will be expected to:-

1. Participate in inception meeting with TWG, prepare an inception report, detailing the general understanding of the assignment, work plan and deliverables.

2. Closely consult the TWG and participates in all its meetings and incorporate their view in SOPs.

3. Facilitate regular technical working group meetings.

4. Develop a needs assessment tool to identify key gaps in coordination among agencies operating at Kenya land, air and maritime border points.

5. Conduct background research on coordinated border management initiatives and best practices in the region and incorporates finding that suits Kenya and its specific condition in proposed SoPs.

6. Undertake field visit to 1 Land, 1 Air and 1 Maritime border crossing point and Joint Operation Center to derive coordination lessons to incorporate into the SOPs.

7. Draft SOPs on coordinated border management at land, air and maritime border based on findings of needs assessment, and stakeholder consultations.

8. Organize and lead SOPs drafting workshop and prepare workshop report and draft SOPs for coordinated border management in Kenya.

9. Present the draft SoPs to technical working group for review and comment and incorporate the feedback received from TWG and other relevant stakeholders.

10. Organize and lead the validation workshop for the draft SOPs to present final draft to the TWG and other relevant stakeholders for endorsement.

11. Finalize and submit endorsed SOPs to IOM and BMS for onward dissemination.

QUALIFICATION AND COMPETENCIES

Education and experience

The consultant should have following professional and related experience:-

1. Masters’ Degree in Social Sciences, Migration Studies, Political Science, International Relations, Economics or other relevant field.

2. At least 8 years of experience in migration and border management issues and previous experience in migration-related research is an advantage.

3. Experience of developing policy and technical documents for Government authorities.

4. In-depth knowledge of national legislation, procedures and policies of the Government of Kenya related to border management, Land , Sea and Air border .

5. Experience in organizing high-level and multi-stakeholder consultations.

6. Excellent writing and presentation skills.

LANGUAGE

Fluent in spoken and written English and Kiswahili.
